The Defense Threat Reduction Agency (DTRA) issued a draft Request for Proposals (RFP) for a multi-award vehicle worth as much as $4 Billion for contractors with experience in three mission areas for combatting weapons of mass destruction.
The scope of the work for the Combating Weapons of Mass Destruction (CWMD) Indefinite Delivery Indefinite Quantity (IDIQ) includes performing research, development, test and evaluation, procurement, maintenance, support, systems engineering and/or sustainment to provide scientific and technological solutions to meet the Department of Defense’s non-proliferation, counter-proliferation, and consequence management objective.
DTRA expects to award between three and five contracts per mission pool, a total of 9 to 15 IDIQ contracts, each worth a minimum of $50,000. Task orders under each IDIQ awarded are expected to be worth a minimum of $5,000.
The three mission pools are:
- Pool 1 – Artificial Intelligence (AI), Machine Learning (ML), and Data Sciences (DS), NAICS 541512 (Computer Systems Design Services)
- Pool 2 – Detection and Countermeasures, NAICS 541715 (Research and Development in the Physical Engineering and Life Sciences)
- Pool 3 – Targeting, Information Operations and Irregular Warfare, NAICS 541715 (Research and Development in the Physical Engineering and Life Sciences)
The Government is considering setting aside Mission Pools 1 and 3 for Small Businesses only. DTRA intends to award 15% of the total contract value to Small Business and 5% of the total contract for Women-Owned Small Business (WOSB), a figure that includes Economically Disadvantaged WOSBs. DTRA further aims to set aside 3% of the contract for each of the following: Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). One percent of the total contract value is reserved for Historically Underutilized Business Zone (HubZone) contractors.
