The National Oceanic and Atmospheric Administration (NOAA) issued the final Request for Proposals (RFP) for the Oceans domain of its $8-Billion Indefinite Delivery Indefinite Quantity (IDIQ) vehicle, the Professional, Scientific, and Technical Services (ProTech) 2.0. Phase One proposals are due by June 15, 2023, with the second, more in-depth proposal due later this summer, after NOAA issues its advisory notices to Phase One bidders.

This is the third of the four Protech 2.0 domains to be released to bid. NOAA has not yet announced when it will issue draft RFPs for its final domain, Weather, but it expects to award that domain in the first quarter of 2025. The agency has begun issuing awards in the Satellite domain, which was competed in early 2022, and proposals for the Fisheries domain were due in April 2023. The scope of work in the Oceans domain includes studies, analyses, and reports; applied research, development, engineering, consulting and operations; field sampling, data collecting, and surveys; consulting, program and project management; and  capacity building.

Phase One Requirements

The proposal process for the ProTech 2.0 Oceans domain is divided into two phases. Phase One proposals are due by June 15, 2023. Offerors proceeding to Phase Two will be notified by June 30, 2023, and their Phase Two proposals will be due approximately 30 days after the notifications are issued. The awards are expected in the second quarter of fiscal 2024.

For Phase One (which is mandatory), offerors must submit a 3-page executive summary, a self-assessment technical corporate experience, and various administrative documentation. It’s important to note that NOAA anticipates issuing no more than 30 advisory recommendations to proceed. Even if you identify limited experience in Phase One, you may still be advised to proceed to Phase Two and could obtain an award. Niche vendors with strong experience in a particular Performance Work Statement (PWS) element or task area(s) are encouraged to apply, as NOAA aims to broaden vendor capability at the IDIQ level.

Scope of Work

NOAA is looking for a wide range of services in the Oceans domain to support the offices of the National Ocean Service worldwide, as well as a network of 29 coastal sites. These sites are crucial for studying and protecting estuarine systems, U.S. ports, and sites of oil and chemical spills in U.S. and state waters.

The Scope of work involves several key areas:

  1. Studies, analyses, and reports: NOAA is interested in comprehensive research studies and analyses related to the Oceans domain. This could involve studying marine life, oceanic patterns, climate impacts, or other related topics. The findings from these studies would be compiled into comprehensive reports.
  2. Applied research, development, engineering, consulting, and operations: This involves practical application of scientific knowledge to develop new and innovative approaches or technologies related to the Oceans domain. It could also involve providing expert advice on oceanic matters or executing operations related to the management or conservation of the ocean and its resources.
  3. Field sampling, data collecting, and surveys: This involves on-ground or on-sea operations to collect samples, gather data, and conduct surveys. This could be related to water quality, marine life, or other oceanic features.
  4. Consulting, program and project management: NOAA is seeking expertise in managing projects and programs related to the Oceans domain. This involves planning, executing, and overseeing projects, as well as providing strategic guidance and advice.
  5. Capacity building: This involves enhancing the ability of individuals, organizations, or communities to manage and sustain oceanic resources. This could involve training, workshops, or other educational initiatives.
