The Air Force has issued a draft Request for Proposals (RFP) for its Mission Partner Environment (MPE) acquisition, one of the top 10 largest contract opportunities this year. The Air Force will also hold a pre-solicitation conference on August 30, and interested bidders must register no later than Friday August 25.

IDIQ Overview

MPE is an integrated suite of capabilities that delivers secure, interoperable, and reliable command and control (C2) and intelligence, surveillance, and reconnaissance (ISR) functionalities to the Department of Defense (DoD), its allies, and mission partners. MPE’s secure network infrastructure fosters collaboration and information sharing across various domains and networks. MPE is estimated to have a total contract value of up to $10 billion and consists of four pillars:

  • Transformative Pillar (SABRE): Provides advanced technology solutions to enhance situational awareness and decision-making for the warfighter.
  • Operations, Maintenance & Sustainment (OM&S) Pillar: Concentrates on the continuous operation, maintenance, and sustainment of MPE capabilities.
  • Independent Verification & Validation (IV&V) Pillar: Ensures MPE capabilities adhere to established standards and undergo rigorous testing and validation.
  • Architecture, Engineering & Integration (AE&I) Pillar: Offers expertise in designing, developing, and integrating MPE capabilities into current and future networks and systems.

Draft RFP for Operations, Maintenance & Sustainment (OM&S)

The Air Force is moving forward first with the Operations, Maintenance & Sustainment (OM&S) pillar. The contract is anticipated to be a single-award IDIQ with a 10-year period of performance. The NAICS code for this contract is 541519 – Other Computer-Related Services.

Draft RFP documents for MPE OM&S can be found on here on SAM.gov; however, most of the documents contain an export control marking or Controlled Unclassified Information (CUI) marking. Therefore, all parties interested in viewing export-controlled documents must submit an approved DD2345 to the Contracting Officer, Matthew Tonay, at SAF.CDMX.CONTRACTS@us.af.mil to view the documents.

The deadline to submit questions and comments on the draft solicitation documents is September 5, 2023 at 4:00 pm Eastern Daylight Time (which is 3 p.m. Eastern Standard Time.)

Pre-Solicitation Conference

The Air Force has scheduled a virtual pre-solicitation conference for 30 Aug 2023 at 8:00 am EDT. Prime contractors will also have the opportunity for a one-on-one session with the Government on the same day. Attendees can ask questions during the conference, but only written questions submitted post-conference will receive binding answers from the Government.

Registration: If you wish to attend the main session or request a one-on-one session, ensure you register by Friday, August 25, at 4:00 pm EDT. Send an email to the Contracting Officer with the subject line “Company Name – MPE OM&S Pre-Solicitation Conference Registration Request.”
