The National Aeronautics and Space Administration (NASA) has issued a draft Request for Proposals (RFP) for the sixth iteration of its Solution for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract (GWAC). Every Government agency uses the SEWP vehicle to purchase IT hardware and services. SEWP V awarded over $50 billion across more than 200,000 individual task orders making SEWP VI a must-win opportunity.

Key Dates and Timeline

Comments on Draft RFP: Comments must be submitted electronically using the SEWP VI DRFP application found here or at https://sewp.nasa.gov/sewpvi/ by NO LATER THAN 11:59 PM EST on October 2, 2023.

Industry Day: NASA has scheduled an in-person industry day for Wednesday, October 18, 2023 at the College Park Marriot Hotel and Conference Center in College Park, Maryland. Space is limited. Registration to attend can be found here or by visiting: https://sewp.nasa.gov/sewpvi/.

Final RFP and Awards: Expect the final RFP by February 2024, with a quick 60-day turnaround for proposal submissions. NASA expects to announce awards in October 2024 and be prepared for an operational contract by May 1, 2025.

Proposal Submission: Navigating the Three Phases

Phase One (Qualification): A pass/fail stage focusing on certification and mandatory experience. These include ISO-9001, CMMI certification, and expertise in Category A technologies.

Phase Two (Past Performance): Be ready to showcase your successes. The Government will evaluate using ratings: neutral, moderate, high, or very high level of confidence.

Phase Three (Selection): High confidence in mission suitability, combined with excellent management and technical approaches, will be your ticket to a SEWP VI award.

Evaluation criteria will vary based on business size. Larger enterprises need to present projects worth a minimum of $2.5 million annually. Small businesses have distinct thresholds for Category B and C work examples.

Proposal Volumes: A Brief Overview

Volume I – Offer Volume: The SF1449 blocks, ISO 9001 and CMMI Certification, and Mandatory Experience are excluded from page counts.

Volume II – Past Performance Volume:

  • Offeror’s Information: 10 pages
  • Customer evaluations, termination/descope info, etc.: Excluded from page count.

Volume III-A – Technical Approach Volume:

SEWP VI has three separate scope categories. Offerors can bid in more than one category, but a complete and separate proposal is required for each category.

  • Category A: IT Solutions (30 pages): The proposed offeror shall provide an Excel document reflecting at minimum 2,000 different CLINs with solutions for each sub-area along with the pricing. For small businesses, the past performance provided shall be for similar scope efforts with at least an average annual value of $500,000 for size to be rated relevant. For large businesses, the past performance provided shall be for a similar scope effort with at least an average annual value of $2,500,000 for size to be rated relevant.
    • Category A- Mandatory Experience Sub-areas: IT Computer Systems/ Storage Devices/ Compute Facilities, Networking Technology/ Mobility & Communications, Software and Cloud Technology, Supporting Technology/ Security Technology, A/V Equipment and Accessories, Product- based services.
  • Category B: IT Enterprise-Wide Solutions (30 pages): A minimum of four (4) Relevant Experience Projects (REPs) for each of the mandatory experience sub-areas. For small businesses the past performance provided shall be for similar scope effort is with at least an annual average value of $1,000,000 for size to be rated relevant. For large businesses, the past performance provided shall be for a similar scope effort with at least an average annual value of $2,500,000 for size to be rated relevant.
    • Category B- Mandatory Experience Sub-areas: IT Managed Services, Enterprise-Wide Network Services, Enterprise-Wide Innovation Services, IT Service Management, Enterprise Service Program Integration, Enterprise-Wide Information and Data Analytics Services (IDAs), Enterprise-Wide Application Services/Software Development, Enterprise-Wide Cybersecurity Services, Enterprise-Wide Cloud Services, Enterprise-Wide Digital Multimedia and Technical Communications Services
  • Category C: IT Services (30 pages): A minimum of three (3) REPs, and for HUBZone, SDVOSB, EDWOSB offerors a minimum of 2 REPs for each of the mandatory experience sub-areas. For small businesses, the past performance provided shall be for similar scope efforts with at least an average annual value of $500,000 for size to be rated relevant. For large businesses, each Project must have had a minimum of $30M in total value size of a single order or contract.
    • Category C- Mandatory Experience Sub-areas: Network Services, Innovation Services, Information and Data Analytics Services (IDAs), Application Services/Software Development, Cybersecurity Services, Cloud Services, Digital Multimedia and Technical Communications Services., IT Operations and Maintenance/ Help Desk/Call Center Support, Database Services, In-Scope Training

Volume III-B – Management Approach Volume: 30 pages in total with exclusions for cover page, indices, phase-in plan, and small business utilization.
