The Department of State (DoS) is expected to issue a final Request for Proposals (RFP) any day for a potential $2.5 billion contract for Logistics and Supply Chain Management Systems Services. Previously known as Integrated Logistics Management Systems (ILMS), this single award Indefinite Delivery Indefinite Quantity (IDIQ) will provide technical services for deploying, operating, maintaining, and enhancing the Department’s logistics and supply chain management systems.
DoS has delayed the release of this final RFP multiple times after issuing an initial pre-solicitation notice in October. The latest update indicates that the Department will issue the final RFP on or about April 28 under SAM.gov notice ID 19AQMM23R0003. However, that date has come and gone with no final RFP.

The ILMS draft RFP has several mandatory minimum requirements, including core competency in logistics and supply chain management, experience in global end-to-end logistics, systems integration, and global change management. It requires offerors to submit three separate volumes and attend a four-hour in-person orals challenge six weeks after proposal submission.
