The Department of Homeland Security’s (DHS) will issue additional amendments to its Program Management, Administrative, Clerical, and Technical Services (PACTS III), an $8.4 billion suite of contracts aimed at enhancing DHS’s operational efficiency and service delivery. These amendments – expected no later than tomorrow (May 10) – aim to address concerns raised by multiple protests regarding the evaluation of past performance and other key criteria for this professional services contract.

Key Updates on PACTS III Solicitation

  1. Expanded Eligibility for Past Performance
  • Non-Federal Projects and First-Tier Subcontractors: Offerors can now submit paid invoices to substantiate the obligated amounts for these projects.
  • Clarification on NAICS Codes/Product Service Codes: Specific guidance on including these codes on the Project Verification Form will be provided.
  1. Clarification on “At the Time of” Requirements:
  • Accounting Systems and Facility Clearances: Clear definitions will be included to specify what is required regarding accounting systems and acceptable facility clearances.
  1. Administrative Adjustments:
  • Minor Corrections: Updates will include small administrative corrections to ensure clarity and accuracy.

Proposal Submission Guidance

Submission Deadline: May 21, 2024, by 5:00 p.m. ET.

Bidders have two options on how to respond to these amendments:

  • Update Existing Proposals: Resubmit the entire proposal via PIEE if modifications are made.
  • Maintain Original Proposals: Submit the signed SF 30 from Amendment 0003 to PACTSIII@uscis.dhs.gov and confirm the validity of the original proposal.

Important Submission Instructions

  • Designated Areas: Include documents only in the specified sections of the PIEE Offer Template.
  • Avoid “Attachments” Area: Do not place documents in the catch-all area after Volume IV.
  • Correct Forms: Ensure the use of the correct Volume I Cover Sheet (Amendment 0001) and Project Cover Sheets (Amendments 0001 or 0002).
  • Change Log: Include a detailed log of all changes between the original and revised proposals in the “Proposal Table of Contents” folder.
