She has won more than $20 billion for her clients, and helped many small businesses acquire game-changing opportunities. She started working on IDIQs 11 years ago, including working on Task Orders exclusively for 5 years managing a $450 million/year IDIQ. She literally wrote the book on this (How to Get Government Contracts: Have a Slice of the $1 Trillion Pie), and founded The Bid & Proposal Academy. An APMP Fellow, she is considered one of the top experts in the field of business development.

She has won a few dozen IDIQs and Task Orders over the course of her career. She has served for 2 years as the President of the National Contracts Management Association (NCMA) Bethesda/Medical Chapter, and for 2 years as the President of the Association of Proposal Management Professionals (APMP) National Capital Area Chapter, and a well-known speaker and author. She has developed and taught a graduate course in proposal development at NASA for the Stevens Institute of Technology, and has taught numerous courses for NASA and Treasury, as well as dozens of Government contractors. Prior to founding OST, she won business for Raytheon and Lockheed Martin, and wrote for the Financial Times of London.

frielBrian Friel, Director of Research and Analytics at OST Global Solutions. Brian Friel is a leading Federal contracts market analyst with two decades of experience analyzing the business of Government. Prior to joining the OST team in 2016, Brian pioneered Bloomberg Government’s IDIQ research, compiling the most comprehensive analysis of more than 1,800 multiple-award contract vehicles across Government. He created the BGOV200 annual Federal contractor rankings and wrote the annual National Contract Management Association-Bloomberg Government Federal contracts market report. He has developed the most comprehensive analysis of the Alliant 2 and VETS 2 competitive landscapes using a proprietary data-driven approach that scores and ranks all potential bidders. He has worked with more than a dozen companies on Alliant 2 and VETS 2 bids. He also covered GSA as a journalist for two decades. During his tenure at Bloomberg Government, he moderated multiple panels with GSA officials at industry events, and produced groundbreaking analyses on the current Alliant contract, GSA multiple-award vehicles, and other GWACs. Brian has been a regular commentator for events and articles with NCMA, the Coalition for Government Procurement, Federal News Radio, Government Executive and other associations and news outlets.

heatherHeather A. (Bosetti) Teed, Director of Cost Strategy at OST Global Solutions. Heather has more than 25 years of experience in cost/pricing proposals, GSA schedules, and management consulting. She won more than $4 Billion over the past 8 years, providing senior oversight in more than 6,000 cost/price and GSA proposals. Prior to providing consulting support to clients, she won more than $1 Billion at Booz Allen Hamilton, managing 1000+ cost proposals per year. This work included GSA Schedules, GWACs, and other major multiple award contracts. She provides leadership, coaching and training to help develop defensible cost estimates, robust price models and compelling cost proposals, including teaching at the OST’s Bid & Proposal Academy. She focuses on competitive and strategic pricing solutions, including facilitation of Work Breakdown Structures (WBS) and development of Basis of Estimates (BoEs). She develops cost estimates, processes and documentation; provides price/cost modeling; develops cost volumes; reviews cost volumes for compliance; and provides coaching on complex cost proposals.

david-huffDavid Huff, Director of Business Development and Operations at OST Global Solutions. David has over 10 years of Government Business Development and military experience. He is a professional capture and proposal manager who has completed 60+ Government and commercial proposals during his tenure at OST. David teaches OST’s Bid & Proposal Academy courses covering Capture Management, Foundations and Advanced Proposal Management, Writing Persuasive Government Proposals, and Win Themes Development Workshop for the general public, corporations, and Government organizations such as the General Dynamics Information Technology (GDIT) EXCEL Training Program, NASA Langley Research Center, and the Department of Treasury. He has presented as a speaker at the National Contracts Management Association (NCMA) World Congress and the National 8(a) Association, the Association of Proposal Management Professionals (APMP) Bid & Proposal Con, and APMP’s Mid-Atlantic Proposal Conference. He is an Army veteran who served with the 2nd Battalion, 4th Brigade Combat Team, 82nd Airborne Division during two tours to Afghanistan.
