Separated Evaluation: There are distinct evaluation criteria for first-tier subcontractors, affiliates, and predecessor companies.

  1. Mandatory Experience Evaluation (Page 113)

Clear Evaluation Criteria: The Government will now evaluate the capabilities, past performance, and experience of each first-tier subcontractor as part of the small business prime contractor’s submission if the prime does not independently demonstrate the necessary capabilities.

Joint Venture Considerations: The Government will conduct a detailed evaluation of the work and qualifications of each partner in a joint venture, as well as any work done by the joint venture itself.

  1. Removing “Commercial” (multiple pages)

NASA also struck the word commercial from several sections on pages 23, 59, 87, and 96. Removing this word potentially broadening the scope of acceptable plans.
