The National Aeronautics and Space Administration (NASA) is on the verge of issuing a draft solicitation for the sixth iteration of its Solution for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract (GWAC). Every Government agency uses the SEWP vehicle, and with SEWP V awarding over $50 billion across more than 200,000 individual task orders, SEWP VI is a must-win opportunity.
A Look Back at SEWP V: Tight Timeframes, Multiple Proposals, and a Lot of Writing
Those who worked on the SEWP V bid in 2013 might remember the enormous amount of work involved in submitting those proposals. Once NASA issued the final Request for Proposals (RFP) for SEWP V, proposals were due just two months later, in October of 2013. Awards were issued in March of 2015.
If history is a guide, we can expect a similarly tight schedule, with NASA taking about a year to review and evaluate proposals. NASA intends to issue awards for SEWP VI in May 2025. Expect the final RFP to be released early in 2024 with a turnaround of about 60 days.
Multiple Full Proposals Required
SEWP V was divided into four specific groups, categorized under two main headings: Category A (Computer Systems/Servers) and Category B (Complementary Products). Offerors could bid on more than one group, but they had to submit a unique and complete proposal for each group they were interested in. This means that if a company wanted to bid on all four groups, it had to submit four different proposals. Each proposal consisted of four volumes:
- Volume I – Offer Volume
- Volume II – Management/Technical Approach Volume (90-page limit)
- Volume III – Price Volume
- Volume IV – Past Performance Volume
A Narrative-Based Proposal
If the new solicitation resembles SEWP V, there will be traditional written and scored RFP, meaning a lot of writing for your team. SEWP VI’s proposal instructions could require a lot more solutioning and narrative writing than other recent IT-related IDIQs like CIO-SP4 or Polaris.
Bidders who want to compete on SEWP VI should begin familiarizing themselves with SEWP V solicitation documents, making sure they meet the requirements or can find teaming partners to help meet those thresholds. Interested bidders can also review slides from NASA’s East Coast Reverse Industry Day and the Q&As during those events to better understand how SEWP VI will differ from past iterations.
