The Internal Revenue Services (IRS) will hold an Industry Day on June 8 for its upcoming agency-wide IT solicitation, Enterprise Development Operations Services (EDOS). The IRS intends to establish multiple Blanket Purchase Agreements (BPAs) for EDOS, with the total value estimated at $2.6 billion over seven years.

The agency issued draft solicitation documents, and responses to the first phase of the EDOS competition are currently due August 11, 2022.

EDOS services will include a wide range of design, development, implementation, operations, and maintenance tasks. The goal of EDOS is to acquire Development, Modernization & Enhancement (DME) and Operations & Maintenances (O&M) services for both new and existing software applications and programs. According to the latest draft solicitation documents, the Task Areas include:

  • Task Area 1: Project and Program Management Support
  • Task Area 2: Agile Portfolio Management Support
  • Task Area 3: Development, Modernization & Enhancement (DME) Support
  • Task Area 4: Operations & Maintenance (O&M) Support
  • Task Area 5: Service Management
  • Task Area 6: Transition Services
  • Task Area 7: Surge Support
  • Task Area 8: Earned Value Management (EVM) Support
  • Task Area 9: Enterprise Service
  • Task Area 10: Managed Service

The IRS will conduct the competition in two phases: a written response to Request for Quotations (RFQ) followed by Oral Presentations. The IRS issued a preliminary schedule:

  • Phase I Quotes Due August 11, 2022
  • Notification of Advisory Down Select, and Schedule for Oral Presentations, as applicable August 26, 2022
  • Oral Presentations Begin (Phase II) September 06, 2022
  • Award December/January

In its last update to potential bidders, the agency said it was considering changes to the Phase I technical approach, including reducing information requested and subsequent page count.

No more than two participants per company can participate in the EDOS Industry Day.
